On the plans for the Waste Treatment Plant (Building H 406) the original part of Building 132 is referred to as the "Laboratory Building" or the "Regulator Building".

3. General Description
3.1 Type of construction:
Reinforced concrete frame with brick exterior.
3.2 No. of stories:
Basement and two stories.
3.3 Increments of construction:
Enlarged once. See sketch. The original building was constructed by the City of Columbus as a part of the Scioto-Olentangy Interceptor Sewer Project, and the addition was constructed by the University.
3.4 Present area of building as shown in inventory records of Division of Campus Planning:
12,040 sq. ft. gross; 7,996 sq. ft. net assignable
3.5 Volume of building:
172,088 cu. ft. (PP)

B. PLANNING & CONSTRUCTION - ORIGINAL BUILDING
The original building was constructed by the City of Columbus as a part of the Olentangy-Scioto Intercepting Sewer. According to Mr. Robert Hill of the Planning-Design and Engineering Section of the Sewerage and Drainage Division of Columbus, construction of the building began on June 18, 1934 and was completed on June 22, 1935.
C. PLANNING & CONSTRUCTION - ADDITION
1. On February 6, 1959 the Board of Trustees approved the plans and related documents prepared by W.E. Linch and authorized the solicitation of bids by contractors.
2. Bids were received on April 28, 1959 (A).
3. On May 8, 1959 the Board of Trustees awarded contracts to the following contractors:
General: Harry E. Miller
Electrical: Blum Electric Co.
Heating and ventilating: The Kuempel Co.
Plumbing: The Kuempel Co.
Laboratory equipment: Metal Laboratory Equipment Co.
4. Completion and occupancy:
The project was completed and occupied by July 1, 1960 (A).

Carried at $168,919.59 as of June 30, 1962 (B).

ADDENDUM NO. 3
On August 23, 1989 The Board of Trustees resolved that the Water Resources Building should be called the "General Biology Annex".
Additional Water Resources Center Addenda
According to the Board of Trustees minutes from November 5, 2004, the General Biology Annex was due to be partially demolished as the result of the Jennings Hall renovation.
